Pre-requisites for v12.1.3 upgrade
1. v12.0.0 must be installed before upgrading to v12.1.0
2. v12.1.x must be installed before upgrading to v12.1.3
3. Users must turn off AUDITING on the SYSUSR table prior to v12.1.3 upgrade
You cannot upgrade directly from v12.0.0 to v12.1.3
